Background on this project:
GRIA has been working on traffic calming throughout the Remington neighborhood for over a decade. Many projects throughout this time have been delayed, but we currently have the opportunity to advocate for a Road Diet on 28th Street from Sisson to Maryland Avenue. In 2020, we applied for and were awarded a BRNI(Baltimore Regional Neighborhood Initiative) Grant along with the Central Baltimore Partnership. Prior to supporting the project Baltimore City Department of Transportation requested a petition of the corridor, GRIA completed this petition and received widespread support for proposed installation. After community support was clear via these petitions, BCDOT provided a Letter of Support for this project. With the letter of support from BCDOT and the great connections this project provides in Baltimore City, BRNI awarded the 28th Street project $50,000. This project will reduce the crossing distances for pedestrians, slow traffic down on 28th Street, and create a protected trail from the Big Jump to Maryland Avenue. This is a win both for the Residents of Remington, and the city as a whole.

Remington has previously been promised many projects, including many installations with the addition of The Big Jump project in 2020, so this project is critical to ensuring that we have a safe community and continue the work of building our transportation network.

Alternative 1 Reasoning:

The Greater Remington Improvement Association received a $50,000 BRNI grant to support this project, with a letter of support from BCDOT. That grant requires a design of one travel lane, two lanes of parking, and a parking-protected shared use path. Option #1 achieves these goals. The grant also requires maintaining the existing parklet on 28th Street at Huntingdon, as construction was funded with another state grant, and the parklet was written into the awarded BRNI grant. GRIA believes strongly in ensuring the existing parklet installations need to be maintained, and support our local businesses in their request to keep them in their current place.

This project needs to be installed by June 2023 to ensure that we do not forfeit the funds.

Thank you for BCDOT’s presentation of the 28th Street Multimodal Concepts. I am writing to support Option #1 – but without turn lanes.

My primary concern is a safer 28th Street for all road users, and the economic development and community benefits outdoor seating, dining, and retail opportunities provide–not how fast cars can move along the corridor. 

Our city’s complete streets ordinance requires prioritizing people over cars, and I urge you to consider doing that by moving forward Option #1, maintaining the parklet in lieu of turn lanes.
